AboutSince 2014, a group of Lancaster County seniors called Change The Board has been supporting decent HOA laws for South Carolina.
Our original mission was to convince the South Carolina Legislature to pass a law that would require developers to gradually relinquish their legal and autocratic control over seats on the HOA Board of Directors. As hundreds of homeowners signed their support for Change The Board, however, we quickly learned that there are troubled HOAs managed by both developers and homeowners. We also realized that HOAs can deny us the very rights we received from a democratic government. Our conclusion: to protect homeowners, all HOAs must have oversight and accountability. The founders of Change The Board are Jo Ann Koffman, Mike Truland, and Judy Slade. We treasure our community, our friends, our lifestyle. In the past, however, for eight years, we had no voice in our governance. We had “taxation without representation.” With no oversight of our HOA Board, we suffered the effects of incompetence, negligence, and mismanagement, and saw tens of thousands of our dollars misspent. And we lacked the tremendous funding that would allow us to address our HOA problems in an HOA court of law. "If men were angels, no government would be necessary." —James Madison |
